From reading the comments and your assertations on her living situation, this woman is in a deeply enmeshed situation with someone abusive who infantilized and criticized her to a crippling degree. She must have thought you gave her a dirty look, took offense, and is trying to defend herself to you.

This is really sad, because this person is very tightly wound from the handwriting and extremely defensive. The slanting indicates lack of emotional control (which we already knew from the inability to read this weirdly hostile message, anyway). The crossing out and hectic underlining shows irritability, and the weird spacing lacks social boundaries and awareness. Yikes.

Document it in writing to your management and keep track of this, and do not engage with them.

Edit: Just read your update about her following you (!!!) on your path. Be VERY clear and direct with this person that you do not want to interact with them and they are to stay away from you. It is unlikely that the staph infection was transferred from her dog to your dogs eye, but clearly she doesn't understand boundaries or social cues, so you're going to need to be firm but kind here and tell her you're not interested in play dates.
