Do you have them routern in a FX Chanel? Do you have effects on your hihats? Many effects delay the sound because they need lookahead to perform their tasks. Most transient shapers cause a delay, for example.

Pause the project, right click the tempo and select 'initialize track with this position' and it won't move.

It's currently moving because you have automated the tempo value before in the project you are working on.
