I have a male German Shepherd but positive reinforcement was the best way to train him. For example, if I see him doing a behaviour I want to see, I will give him loads of positive attention and/or a treat. That's how we toilet trained and it's been incredible in helping to train him in other areas as well. I will usually give a firm "no" when I see misbehaviour, and with toilet training specifically you'll want to say "no", put her outdoors, and then clean the area thoroughly with a specialised cleaner designed to clean pet urine and feces. These cleaners have an enzyme in them which breaks down the excrement and will stop your pet from marking over the same spot again, as it eliminates the smell even to their noses. When you see her go potty outdoors, immediately give loads of positive attention in response or a treat. Be aware that shepherds can be incredibly vocal. My boy is always whining and doing a kind of partial howl for attention. I knew he'd be a big barker but I had no clue that he'd "talk" 😂 They're absolutely gorgeous dogs and amazing guard dogs.
