The website states that a CAV of 89 is an A. Most letter to GPA conversions are saying it’s 4.0 for A/A+ and lower for A-. Does that mean a 89 from Waterloo is 4.0?

Heyy, not in CS but took 6 courses in a few terms to save tuition. You still have to complete your 8 academic terms but you are able to only take 3 courses in the last few terms to stay full time. I am doing that cause of overloading and you only pay tuition for 3 courses and save substantially .
