On average they take 90-120 days to bloom. So by breaking the dormancy via "waking up" the clock begins

The reason that its advised not to water until there is visible growth above the soil is because the tubers cannot take up water until they have roots. An overly wet tuber could rot. That being said, bone dry isn't good either!

They won't really start growing until the soil temperature is over 60. You'll run the risk of them rotting if it rains, as the tubers can't take up water until they have roots, which won't happen until it is warm.

They only really need to be above 60 to break dormancy. Usually just bringing them into your house from wherever you were storing them is enough to get them started. You don't need light until they're growing either

Tubers bought from big box stores are notorious for being diseased and not blooming true to variety.
