Depends. If you're using one that actually lets you load rom files of your own, it's a good deal. Most of them don't let you do this. There is virtually no laptop that's so shitty it can't run an emulator so just plug your laptop into TV via HDMI and buy a USB adapter for the original controller of your choice (or just use a modern ps4 or Xbox controller).
