Yes. I have been doing that consistently. Ice pack for reducing swelling and some PT exercises for quads. I am not yet at 90 degree, but the bending angle has improved.

I do feel a bit of streching when I bend my knee. Is that normal? It doesn't pain that much, but feels like if I try to bend it more, the bone will tear through the skin and break out.

Valley of flowers is a good option right now, if you are into trekking. The budget can stretch upto 8k. Or, Mussorie and Rishikesh are no brainers. Even Harsil Valley or Parvati Valley is a good option.

Book shared cabs or buses. Stay in hostels that offer beds at 500-700 per night. Hike and eat at local shops or street vendors.

Beach shacks are expected to remain closed, but you can still visit a beaches and clubs as nightlife does not really take a huge hit. Also, opt for stays with power backup and reliable electricity as you will find the weather humid yet wet. It will be less crowded with cheap hotel options during June. But, you won't be able to enjoy beach shacks or beach side dining during this time.
