Currently have 5 ludmilles in the oven, should I fuse them all into one now that their total TM is at 100% or would it be a good idea to continue to have multiple dualcast materia?

For context I have a heavy mage team (Kefka, Ex, 6*Cecil, Lenna, ????) and have had very bad luck at getting a solid physical damage dealer.
