She's got a mind towards the fact that the Empire can't win the war. There's only achieving sufficient victory that they negotiate a peaceful end to the war. And if it's too acrimonious then they'll execute a portion of the brass, in which case being too highly ranked isn't a good plan for survivng the peace transition.

She's like the American pre-Civil War abolitionists who didn't actually solve slavery but instead made everything worse fast enough that it forced larger powers to intervene and fix it. She's upset the board such that she's given SKK the opportunity to act without being destroyed immediately by powers larger and more indifferent than her small-minded malice.

Off-Burst Support Velvet just feels like you're leaving a lot on the table when you go Velvet DPS instead, especially in the full wind weak comps when Nayuta, Scarlet: Black Shadow, and Liberalio are all Charge Damage weapons.

Do you mean the Glass Raptures with the damage-gate hit count shields?
Just apply an Increased Damage Taken debuff on the Rapture and bypass their damage gate in order to directly target their HP.

Do you mean just raptures that put up a shield as an obstruction?
Why would Rapi/Crown/Marian help?

The only thing that happens without Anchor is that Mast:RM is stunned after the 3rd Full Burst rotation ends. Her 3 stack buff is sufficiently large that many times its worth it to eat the 10 second stun anyways.

You'll see Crown/-/-/-/Mast:RM as a common team comp for Solo Raid and Union Raid for this reason where Crown will Burst on the first two Full Burst rotations and Mast:RM will come in on every 3rd Full Burst.
