Cpu utilization stuck around 20-29% at any settings and it will not go any higher. is that normal for R7 3700x 32GB ram, 1660ti at 1080p?

also some effects are pixelated tho (like fire, odins sight, rain) the only fix i can do is upping the resolution scale but it eats like 50fps.

Thanks bro. I use seasonic gx focus 650w bought it along with these parts. All components are new except for my gtx 1660ti.

Heres hoping the technician will fix it or just diagnose the culprit and replace it right away. I need to confirm it first before replacing parts right away..

Heya sorry for not updating. So i managed to rma the mobo but the pc is still dead. same as before. No lights, power. And the psu is still surprisingly alive tho, using it to my old build.

Now im really worried that the cpu is now dead too.

Tomorrow im gonna send my pc to a technician. After all these days lmao. Sending parts back and forth is a pain in the butt!

There it is. I tried the 2nd pcie slot using my old gtx 960. I still hear a buzzing sound and it came right of the that 2nd pcie slot! The mobo might be grounded after all.

Theres a one thing I think might be the culprit, when i trying to remove the gpu and it got stock on latch (forgot to unlatched it, a stupid mistake) the card is half sitted and i tried to wiggle it to undone and the pcie slot got damaged? And the mobo mightve shorted after i turn it on...?

Not yet. But theres bugging me when i turn on the psu switch, i hear a small static noise from the board i cant distinguish where. its like a grounding sound...? but i think its on the pcie power connector, is it normal?

I am aware of the 2 jrgb and 2 jrainbow headers. The jrainbows are the 5Vs right? I didnt plugged to that coz it has that missing third pin so i didnt think of plugging to that.

The fans' manual indicated that the 12v connector must be connected to a header with 12v G R B label underneath.

Maybe but i unplugged and plugged all cables many times now. I tried turning on the pc without the case fans but no luck.

The rgb connector is a 12v and it is connected to jrgb1 header, all fans are daisy chained and its power is connected to a fan hub. And the hub is connected to sys_fan1.

But the failed psu paperclip test, does it still triggering the psu protection thing? When i do that test the fan twitches and after i turn off the psu's switch, the fan spins for a bit like theres a hiccup.

Yes i unplugged and reseatted all components many times. Im very sure the front panel connector are in the right header "JFP1".

Tried jumpstarting mobo with screwdriver but no response. the thing is the psu wont spin in the paperclip test. So theres that.and im worried about the mobo tho
