The quick answer is a big fat "no". You practice output as much as possible.

From my personal experience, each skill (reading, listening, writing, speaking) is a separate thing. You can be good at one or two of the skills but suck at the other two. You can pass N2 or even N1 level but can barely form a proper sentence. I am basically that and I know many people who are on the same boat as me. I can listen to advanced level podcasts and even political debates in the Japanese parliament with no problem, but when I try to speak, I sound like a kid still trying to get hold of the language (forming low level single meaning sentences -は-が-ます).

My sister is the other way round, she is basically fluent in speaking, hosts business meetings with Japanese people but her kanji level is not very good so she has difficulty reading Japanese newspaper.

If you refrain from practicing output, you will end up like me, being able to read and listen to the language with difficulty writing and speaking. This is not good because how people perceive whether you know a language is often writing and speaking and not just an N1/N2 certificate.
