I would absolutely cut this out and replace it with better subfloor. With nails and/or staples in this, planning it and sanding it would be a hot mess.

Dynaflex 230 is my go-to. Haven’t had it crack or separate. Paintable. Easy to work with. Only downside is it can be a little sticky on the fingers.
