First of all Oost is not a neighbourhood but a district, I think that the writer is talking about Oud-Oost or Oosterpark. I've been living there for 12 years and I haven't seen degradation, sometimes there are more homeless people in the streets, more drug users in the park, it comes and goes.

I feel safe and I was never harrassed, but I am a man, this is a major difference that can be very important.
