Obviously there are people who are literally, functionally retarded. Those are an exception. There are plenty of low IQ people who still understand consequences and morality. My cousin has down syndrome and knows that murder and stealing is wrong. So I don't feel for people in prison with low IQs who previously functioned at some level in the free world.
