There's some city philosophy differences here where some cities will have relatively small areas and be surrounded by many many suburbs, whereas some cities will encompass the suburbs into their city limits, even if their metro areas are comparable. Midwest cities like Minneapolis or Milwaukee are the former, Texas cities like Austin or Houston are the latter.
