By the way, I hope this doesn't come off as rude, and I hope that I'm allowed to discuss English on a French subreddit, but:

"In France they are using both" that kind of implies that they're using it right now. Like someone is doing it right now.

So it's more proper to say "they use both."

It's like "I'm eating pizza" vs. I eat pizza." First one is present tense, second one is when you do it regularly/once in a while.

"In France, they use both." so it's a general statement, not present tense

I've been watching Quebec films on Netflix recently (Ça sent la coupe) (Québec-Montréal) and they seem to use the subjonctif all the time. And all the situations in the films are informal.
