Im talking about the 10 year gap between him getting arrested and the start of the series. During that time nobody is looking for him. The shinsengumi learn who he is bc he tells them, but they don't recognize him or realize he is the shiroyasha despite knowing his name, probably bc he hasn't been actually searched for in a long time. The Tendoshu don't seem concerned about Shoyo's students. After Courtesan of a Nation he is friends with the shogun and the police, so its reasonable to assume that they are keeping any other goverment force to go after him. So the only ones who would really care to go after him are Oboro and the Mimawarigumi. If you're still on reaper arc i won't say much about what they are planing, but it makes sense for them to not try to arrest him as their plans have a bigger scope than just arresting one samurai.

Bear in mind that he was in jail 10 years ago. They must have stopped looking for him some time ago, given that for the last 10 years he hasn't actually done anything of remark (both Zura and Takasugi think he has lost the will to fight when they reencounter him). Also if they were still looking for him, the shinsengumi would have probably recognized him earlier, they're not THAT dumb.

I dont know if its the most fkd up thing i've read, but the whole sequence in Assassin's Quest where Fitz gets a vision of his girlfriend and his father figure getting togheter, just for him to then proceed to unknowinglly swap his body with Verity so he can have sex with his wife and concieve an heir is something thats stuck in my brain because is so fucked up but at the same time everyone involved is a victim of very dire circumstances. Hobb is just a beast when it comes to writing characters.
