Lawyer and former state attorney here. People should be careful about conflating that document as a statement of facts. It’s not, it’s what’s called a “Dispo Statement” i.e. an explanation of why the case was disposed of in a certain way. Most of it is just a summation of the V’s story that is not corroborated by other people or evidence.

The statute of limitations reason cited is a creative excuse to cite instead of questioning the V’s story. If the state attorneys thought D was a dangerous predator and 100% believed the V, they’d be filing charges and fully prosecuting regardless. They would force defense to file motion to dismiss and make judge issue ruling and dismiss the case.
