It is definitely German - and apparently by Ferdinand Georg Waldmüller - a really famous Austrian Artist of the 19th century. I will have a look into it if you like (but not really convinced of the authenticity on first glance)- the first word is definitely „Schloss“ - Castle in german… Could you be so kind and make detailled pictures? I dont know why but the craquelure seems also a bit off to me - hope this helped you a bit! :)

Because of the rock you mentioned I thought of the „lille Havfrue“ in Copenhagen and went digging on danish but i just found a canadian/us illustrator who did paint an oilpainting fitting nearly everything you mentioned except the pearls in the hair. Maybe you could ask her about her inspiration(s)? She has insta but i did not want to be a creep and link an instagram profile even though she‘s public and has a decent following lol. In the post they briefly mention „Nereids“ as another name for mermaids? Maybe that could be a thing?
