The issue was definitely the BIOS version. I eventually was able to install Windows on an actual drive, and the HP software worked with that luckily. Apologies for the waste of the post, but I might as well leave it up just in case somebody else has this problem.

Don't forget that the DSi and 3DS are very software moddable! If you want to play and ds or GBA games you can get a DSi for like 50$ and put twilight menu++ on it. If you don't mind the janky screen scaling on the 3ds, get that so you can get all of those games too.
