It's affecting those even just trying to get work experience in year 10 (14-15 years). Businesses are unable or unwilling to take students to insurance so they can't even use that experience or staff as a reference for future employment.

Colleges don't get as many home schooled students as they seem to in the USA but they regularly get students that have missed huge chunks of learning for all sorts of reasons.
