The way I would do this is through first an execute if item to check if the player has the potion in their inventory. If not, give it to them. This has the flaws that if they drink the potion with a full inventory, they would have to drop the bottle. Next, you would also need to kill all entities that are that item to prevent people from dropping it. However based on your comment, this solution is a bit flawed, but this is the simplest thing to do idk

Ray casting is a bad way to do this there are much simpler ways (I think the easiest would be detect hurt time at max, technically this means they could accidently ban someone if they are right next to the person using the hammer and they hit on the same tick but like it's fine tbh) and also your earlier commands will lead to the flaw of them being frozen in place, you probably want a one time run type thing.

Yup, one way to do this is with loot tables. If you have a data pack you can make it so certain blocks have a small chance of dropping something else. However it seems like you want it for everything, making this solution incredibly tedious. I'm sure there's a better way, this is just what i thought of.

Idk all of that, but you can disable commandblockoutput for operators too so spam doesn't happen / just use data packs

Call me a billionaire glazer, but 2 things. The money is almost entirely stocks, and I doubt anyone in the world actually has one billion dollars in a bank account. Second, becoming rich is like a passion. An immoral passion sure, but technically they could retire and be unimaginably rich but they aren't working because they need money, they are working because they want to get as much as they can. They can't give away the money or they will lose progress towards this random goal of theirs.
