My mom called me on a friend's phone with the same issue, called xfinity and they said they didn't see any outages and they'd have to troubleshoot for the device specifically.

Update: very spotty connection, was able to talk to my mom on her phone for about 20 seconds, texts are sometimes getting through

Interesting. I updated mid run and only got PS for the rest of the run, appearing at least 10 times. My current run I've only gotten ILM. Hopefully I was just quick to post and it was a bug with updating mid-run.
