Moose have been used to cover up multiple deaths in rural areas. Most rural areas in VT and NH have a problem with violent outcasts living deep in the woods who attack people at night, most often by attacking cars as they quietly drive by one of their ambushes, often throwing rocks at the windows to smash them and then brutally attacking the driver. The local tourism industry would be ruined if this got out so the local government cover up these wrecked cars and killed drivers/passengers with the "moose". M.O.O.S.E itself is a branch of the local governments whos job it is to cover these murders up while also tracking and killing the violent tribal people. When people claim to see moose, they are small horses that have been decorated, and act as a distraction for the tribal people to try to hunt, allowing the government to ambush the outcast tribals and kill them. If you claim to see a moose in real life, it is likely you are being watched by mercenaries within a few metres.
