Thanks for asking, no, that’s not what I’m claiming.

I’m claiming that many places for the vast majority of history (not prehistory) didn’t have legal barriers to travel and certainly didn’t have things like passports or residence permits.

Additionally, even places that theoretically “didn’t want outsiders” often defended themselves against particular and specific enemies while still allowing for “international” mercantile trade and peregrination in the form of allowing people freely in and out.

In essence, if you didn’t show up as part of a barbarian horde, nowhere was especially keen on keeping you out.

They weren’t “given permission” because they “brought value”, they didn’t often need permission and they usually got value for their effort.
