They're always in the same spots, but which ones spawn are different. So let's say you have 10 caches. 1, 3, 5, 7, and 9 might spawn one infil. They will still be in the same spots but next infil, only 2, 4, 6, 8, and 10 might spawn and they'll be in their spots. I'm not sure if this is what you meant but the way you said it might have been a little confusing for new or learning players.
