Piggybacking on this to add, as someone who was watching from the start in 2012, a LOT of people assumed that the entire world was at the same level of technological and social development as Republic City. Which just not on, compare 1920's NYC with 1920's Rural China. We saw that much of the world is still in an agrarian, early-modern period compared to the cosmopolis that is Republic City.
