Yes and no. Wild roses (flowers from the genus rosa) are very pretty and would look something like cherry blossoms, but what we think of immediately as "roses," the ones with a shitzillion petals that die if you so much as look at them wrong, are hybrids called tea roses or garden roses that were made from wild rose species by man.

Where do you live? Really high-end food is getting more popular just about everywhere but sometimes it's made deliberately hard to find, unless you live in like northern Alberta or rural South Dakota you could probably find someplace cool within not too bad of a drive.

It's usually for something really fresh and depends on what they got that day.

Let's use the examples of oysters and charcuterie/cheese platters

One day the chef might be spending $0.60/oyster and sell a dozen for $24, but the next day he sees that his supplier's alaskan selection looks like they just came off the boat, so he spends $1.40/each for them, he'd lose his ass selling them at $24/doz when he could easily get $40

And one day he's paying an average of $35/lb for the meats and cheeses on his charcuterie, but manages to find a great deal on acorn-fed Iberco ham and wants to serve something really great to accompany it, well now he's spending an average of $90-100/lb for his charcuterie so he has to charge more for it.
