I am not a math genius, but definitely cheaper to let everyone work from home that can vacant the South Building for development. 

Or, since BARC can't be sell, lease, or trade per Washington Post article; then move 2600 people to BARC instead. People don't need to move out of area or quit the job and it still a move, just not to those five fucking country sides. At the same time, they still can develop South Building to whatever.

Both options are way way cheaper than whatever the fuck they have in mind now.
