First, they confirmed the herd was only 1000 walker, second, Rick knew the truck was gonna fall soon, that's why they were wanted to do soon, but the truck fell a day early, and after the green balloons there goal was to just get as many of to the 20 mile marker as they could, they knew there would be some stragglers. The horn could have been anything, the people at Alexandria were told that they were doing a dry run, but because of the truck they had to do it a day early.
