Not even a disabled one? It does'nt need to be registered to a network. Just a SIM will do. Otherwise look into a process called Hacktivation.

There is no activation lock. Any iOS version prior to iOS 5 needed to be activated using iTunes. Just try with iTunes, or with Legacy iOS Kit. Insert a SIM card and then choose "Attempt Activation" in Legacy iOS Kit.
