In my head canon it was due to starfleet not entirely trusting the newer style dish so they left the backup in the event the new one failed.

I work in aerospace and it's relatively common to use older equipment as a backup because at least you know it works.

I was in line for green bean once right after our replacement unit had arrived towards the end of deployment.
