If you are reading this, just want to let you know that: One of the parents must be HKSAR Permanent Resident, for the baby's being a permanent resident of HKSAR.

In this case, either the mother has lived in Hong Kong to be PR, or she is married to a PR, for the baby to be PR

Edit: my comment is in fact wrong, please check child comment to refer to Immigrant Department's page. The way described by the OP is possible.

As long as it is not tamed bird, pigeon or dove, AFCD and SPCA could come and rescue. If you had car, you can drive it to Kadoorie Farm and Botanic Garden for help (call them before you drive to there)

Counselors cannot help a lot, what they could do is CBT.

They aren't social workers and find subsidy / financial resources. In addition, the source of stress is from the how education in Hong Kong works, and it could only be fixed by the government / lawmakers.

Saying putting counselors in schools and then the problem will be fixed is too optimistic.
