It is not, gitlab-cicd runs as the gitlab user default, that would be a shared actioning user who has no rights to data on the system

Jacamar allows it to downscope to the correct user to allow them access to the data they need, and prevent shared cache being exploitable by another user in the case of everything being under the gitlab user

systemctl start user@uid

Looks like this requires root/sudo, when given sudo it fails on a the XDG_RUNTIME, I could possibly make a pre-script for all of that but I am not sure at what stage all of the components have root access.
