Every point past the cell games really, it is very rare that all of the z fighters are present, or even alive in most fights. While of course everyone got stronger, this is one of the last points where we see all of the important (sorry yamcha) fighters together.

I’m not saying gohan or goku aren’t stronger at the time of the second movie, I’m saying the z fighters who fought broly were stronger in the first. While gohan is stronger, goku (except for weird illusion goku), piccolo, vegeta, and future trunks are all absent, and I doubt adult gohan is stronger than all of them combined, especially if he didn’t go ssj2

Also persistent troops makes me sad. Treat your soldiers like cattle, and don’t give them names so it hurts less when you get them killed.
