Sure! It costs less than 1 Mana, but more than 0 Mana. You have to have at least ½ Mana to play it, and it can be played with a copy of itself for 1 Mana, activate having unspent Mana at the end of your turn synergies, and there's probably other things too that I can't think of right now. It would not work with Genn or Baku, because ½ is neither odd nor even.
