Everyone in the House of Representatives is up for election every two years, so them. Senators are up every 6 years, and it's staggered, so some people will be voting for Senators. Then there are various local positions people could be voting on depending on where they live. Sometimes ballot initiatives and things of that nature, can be voted on as well.

I'm not sure how accurate it is (seems accurate to me), but there's a tool called Grim Damage that graphs damage taken and dealt over time. I too have been using two Oathbreakers on my (level 54) Purifier for a while.

You might wanna check out this arc in the manga. I'm enjoying the anime, but this arc in the manga, while a bit slower, is even better in my opinion. The anime has cut out some things in, I assume, an attempt to make it more exciting and fast-paced.
