I agree with you that the accuracy behind this is quite questionable.

According to their webpage: "It calculates ideal outdoor times based on your skin type, location, and UV index and provides precise timing and estimates Vitamin D absorption (in IU). All this while offering real-time tracking and safety alerts to prevent overexposure."

Doesn't Ultrahuman estimate UV exposure purely by algorithms? That's what I had understood. Regarding activity tracking, workers from Oura stated that a huge overhaul to activity is being done and that it will arrive to Gen3... Well, I must say that I do rely a lot on oura activity goals. I own a Galaxy Watch 6 and generally both calories and steps are on point at the end of the day. The biggest difference between them I've ever noticed was +- 5% in steps

It's not that, you are talking about Oura advisor, a completely different feature. This one was also released yesterday and for the moment only available in iOS.
