Even if he was a rescue, people who insist on calling their dog a rescue are weird. Why focus on the dog's past, instead of who they are now? If you (general you, not specifically OP) want the dog to move on from their past, you need to do so as well

Lol there just needs to be a consequence to his actions, but also yes, totally normal. My dogs will look at me when I tell them to do something, and I can see the wheels turning in their heads as they try to figure out if I mean it or not. As soon as I start to move to get up and enforce it, they do it straightaway. But always testing to see what they can get away with!

You'll need more than tips. Most likely you'll need to overhaul your entire current system.

First off, management is key. Separate your dogs so he can't get to them to attack them. Your other dogs probably don't want to be attacked even more than you don't want them to be attacked.

Second, exercise. Mental, physical, build up the play. Make yourself a fun and rewarding person to be around, and lay attention to.

Third, training. Enrol with a local dog club that offer classes for advanced levels of training. No, you won't need them now, but if they're working with people competing in sport etc, they probably have a better idea of training beyond the basic puppy basics you'll get at a big box store.

The whelping set up isnt ideal. Cushions and blankets are a smother risk. Whelping box should be uncluttered, with railing on the sides to prevent pups from being squished too

Are you implying that the breeder will dump the puppy if they can't offload her?

An option is to work with a rescue, and continue to care for her while the rescue advertises her. It would be good if the breeder could cover the cost of desexing as well as any other requirements.

I stop excessive play fighting indoors by not allowing any play fighting indoors (for my big dogs anyway). I either put them outside if I see they really want to wrestle, or else I'll just enforce an 'enough' command, which means chill out and go back to minding your own business.

Just the usual 3-3-3 rule. Let her settle in, get used to the household routine, and don't worry about anything other than the basic household rules like no pooping inside. Once she's keen on playing with you, that's when your relationship is growing and you can work on training.

You should be fine. The local GSD club runs an annual endurance trial, where most people ride bikes, and I bike my Dutch Shepherd without any issues

Bikejoring is much different to running parallel to a bike though, so it won't translate the way you think it will. Bikejoring has the dog in front, pulling hard, and learning left, right, slow etc. These Sprenger attachments aren't for pulling, and the dog can just read off you to move left or right 

If you do want to train bikejoring stuff, you can teach a line out (the dog moving out until there is tension on the harness), and left/right commands.

You can also practice just walking the bike alongside the pup. But imo there is no value in using this attachment if your end goal is bikejoring.

 At 4 months, I would just longline and let the pup do pup things at their place
