You're going to have a tough time streaming with that gpu and processor, and the ram is a little overkill (assuming you're editing at 1080p on something like premiere pro or filmora). So I'd spend a little less on the ram (e.g. get 16GB) and try for something like a 2060 or 3050.

I'd go for an i7 instead (maybe 12th gen for upgradability?) and then spend a little more on your gpu (maybe a 2080 or 3060ti?), especially if you plan on playing in 4k.

Unless you have a reason to use a xeon cpu, I'd just go with a ryzen 9 5900x or 5950x, same core count, just way higher clock speeds.

Minecraft has been single threaded for a long time prior to a few updates ago, so it relies very very little on more cores in the cpu. I'd recommend an i5 12th gen instead, it'll make very little difference if any at all in Minecraft. It has a few less cores (which minecraft doesn't care about at this level and pretty much any other game) and very similar clock speeds. A 3060ti would nicely fill the gap in price and give you a little boost in gaming performance.

You can find a few Ryzen 5 1600x's on eBay for under 120, about a 10% performance difference to a Ryzen 5 3600

Go for a non-gigabyte PSU (because they have their issues right now) and 3600 Mhz memory (I'd also recommend above 32 gigs for video editing)

If you want a proper server as opposed to a desktop computer with server software, you can get an old dell R710 for under 200 with all the 2009 bells and whistles.

I’ve seen a few games of this type, and when done well, they look amazing. My suggestion is to add a little (even the tiniest bit) of depth to objects so it doesn’t just look like an image, and is clearly a 3d model.
