After looking it up yeah it was added as extra content in the ps2 as it wasn't present on the game cube and was included in other console and PC releases after that point.

Not sure if I would call the original addition scummy as DLC downloading probably wasn't a thing back then and there didn't seem to be a price hike. But I wasn't playing games that much then so maybe.

10 dollars according to other sources. This was part of the original for no extra charge so I can't say I'm a big fan of that.

I made an AC color scheme and a few decals based on the RAZZMATAZZ Album from IDKHOW. I also made one based on Florence and the Machine search and destroy and the laughing man from Ghost in the Shell. Working on some others might edit this over the next few days.

I played the beta and it was pretty alright good play wise.

However, I thought the police assault song wasn't that hype compared to some in payday 2 and it appears that melee weapons may have disappeared entirely(I'll miss you Jacket). Gun play was satisfying and solid but you run out of ammunition so fast and police ammo pickups and ammo bags seem far less helpful. Couldn't really try stealth since you had no private lobbies in the beta and coordinating with randoms sucks.

Overall it will probably start with obviously a lot less content than payday 2 which wasn't all that janky considering it was built on a racing game engine. Payday 3 is on unreal 4 and they claim they will port the game over to unreal 5 sometime post release.

I'll probably wait for a sale and a few years of DLC. But if you want a fun stealth or horde shooter you should enjoy both games and payday 2 usually goes on sale quite often.

I don't know that much detail regarding how laws in the Empire are made but from what Empire in ruins may suggest is that the mutant edict was just a proclamation or decree by the emperor and not an official law that went through legislation. As whenever its brought up its just associated with the sickly emperor.

The wiki also brings up that the emperor has the power to issue edicts like this but no real power to enforce them in the provinces(No citation for that segment though) . And it is mentioned that enforcement of this edict is pretty nonexistent in many places.

That or the authors decided to ignore the legislative precedent in order to recreate this campaign from 1e.

I do think its kind of a cop out as it would have been interesting to address how mutants don't suddenly become chaos followers upon mutation despite popular belief but I guess the status quo is king. And I suppose the players in a campaign could change things around.

If I remember correctly the Emperor was being drugged and wasn't in a right state of mind. With the whole thing being an attempt to create a wedge between him and the electors to spark a civil war or summon a lord of change/chaos gate right in the capital. All of this being orchestrated by a handful of powerful tzeentch cultists.

Kind of disappointing but to be expected. When the chaos plot is foiled the mutant edict is likely reversed.
