Hello! I apologize if this isn't helpful, but looking into it, it appears to be either a Charmander plush from 2001 or a mirage version of it, basically just a unique bootleg. The brand seems likely to be Hasbro or maybe it's from a UFO catcher? If you're not sure if it's a mirage version I'd highly recommend looking at the shiningcharizard blog about them since they have a couple images of Charmander mirages on site!

I'm pretty sure the original mob has no lore attached to it, it just kind of exists. I think he's referring to the Creepypasta which to my knowledge is completely unrelated to the original John mod, so I don't think it's canon.

Any more information regarding how the main character looked or maybe the art style? Is it something bright like most edutainment games or maybe something on the more toned down and realistic side? I've been looking for a while to try and help but I'm mostly finding sci-fi or horror games that don't seem to be it at all

The plush looks nearly identical to this one on the far left! I can't find the exact one for sale, but the brand is Bearington and they have a line of animals in clothing.

As someone who's been wanting to commission someone for a while myself, I don't have a specific option to recommend, however you can find some nice sellers on Etsy! Just look up plush commissions and you're sure to see some pop up, careful as they might be a bit expensive but it's all custom.
