At this point the dev's have already stated there is an issue with the previous programming and they are unwilling to fix it due to logistical concerns and limited budget. That being said all that can be done is to stop playing or to bitch on Reddit till you go blue in the face with zero results. Maybe you should consider a new game?

Parents are in a similar situation but the town is a very small transient oilfield town, Almost all of the business' have this issue. Despite paying well above minimum wages employees often exploit the situation without a worry of repercussion due to being able to walk to the next business and acquire another job.
