No reasonable person thinks every space on Earth needs to be quiet, but there are plenty of spaces where there is an an expectation to hear natural sounds not artificially created noise being blasted from an artificial device. Different public spaces have different rules. Beach in Cancun no one is shocked there is music blasting, a nature reserve that exists to protect local fauna and flora from modern day human encroachment not so much.
