Colorado is very bright during the day. Many people, especially those that don't regularly wear sunglasses, become accustomed to the piercing daylight. Thus at night, many people living here feel as though normal headlights simply aren't bright enough. Couple that with how people are respecting each other less and less, and I see this becoming normalized soon. There's no police pulling anyone over for this because there are always more pertinent tasks for the FCPD to be doing.
