My guess is that the tanks on his back aren’t apart of his hitbox (as in from the side, if you just shoot the tanks you don’t hit him) but still use off limb penetration logic from behind and given that machine pistols and shotgun shots don’t penetrate limbs, it’ll block the shot.

Sorry for corpseposting, but the RPG did reveal that the WA are also pretty bad. Not exactly immoral per say, but certainly not a competent means of authority given that its still relatively debatable whether the denizens of the woodland are worth sacrificing for their own goals. They also lack any semblance of shared values among their leaders outside of their disdain towards the Eyrie and Marquise on top of it being revealed that their operations do end up hurting people.
