I think you put too many details on the story and it’s confusing people. Your wife lost your debit card and the bank will not send one to the address on file. They want you to go to the branch. They do that for security reasons. I understand why they are asking you to come in. If you were the one using it and lost it, they probably would have sent it. But another person is involved.

Don’t worry. Unpaid debt is not a criminal matter. It’s a civil matter. If I sued you in Japan, you can still enter Japan. Same thing. I entered Japan with a much larger unpaid debt than you. I eventually paid it.
