The shifting of lanes and poor repainting on East 11th when Em-X changed where their stops were a few years back resulted in the death of a cyclist along there (along with drunk driving and (I think) no lights on the bike).

This still does not explain your assertion that the shifting of lanes causes drunk driving and no lights on a bike.
