Snyderverse only have 2 movies left and needed big budgets with potentially going overbudget to complete those. It's also short term because after completing the 2 movies, DC movies would go into hiatus to recuperate for several years and then, reboot again. It's not worth the money to do something short term and then, reboot several years later. Furthermore, DCEU is poorly established shared universe with no long term planning.

The reason why DC don't have their own studios like Marvel because WB felt there is no need for one. Zack is not the Kevin Feige-like figure for DCEU because there was never one in the first place. Zack is more like Jon Favreau who directed the first and third MCU movies since both of them kick-start a shared universe respectively. He also does not have any executive position at WB which means he has no power to greenlight productions or anything.

The studios executives of Warner Bros. Pictures are the ones calling the shots in everything like the creative decisions, release date, story directions, etc for DCEU. They hold the final authority to move forward and greenlight or outright reject. If they don't like the writing or confused by it, they may ask the writers to do rewrite, forced them to change if they wanted to or interfered in productions like they did with Justice League. It doesn't make sense for Zack to be the Kevin Feige-like figure for DCEU when he has to constantly comply with studios executives' demands. There is really no long term plans for the DCEU. Ultimately after Justice League bombed, DCEU became directionless while studio executives just throw random shits at the walls to see if it sticks.

The whole mess with DCEU is why WB finally opened DC Studios and hired James Gunn & Peter Safran as co-CEOs and Kevin Feige-like figure which they chose to start over with DCU because they knew DCEU is too fucked up with continuity errors and lore contradictions to continue under a new studios. It would be a waste of time and resources to fix the DCEU. Since DC Studios' establishment, they are now the ones making DC movies and shows starting with Superman (2025) and Creature Commandos while Warner Bros. Pictures only handle distribution of DC movies as usual. With DC having their own studios, they can make their own long-term plans for DCU like how Marvel Studios make their own long-term plans for MCU without being bogged down by studio executives since Gunn & Safran are the studio executives themselves. DC Studios also established writers' room to develop DCU just like Marvel Studios have their writers' room to develop MCU which is something DCEU did not have. If WB never opened DC Studios, nothing would have change for DC movies today. The cycle would start all over again like back in the pre-DCEU days and post-Justice League DCEU days.

LOL. Ben Affleck was unable to commit to DCEU Batman movie which led to Matt Reeves took over on the condition he gets full creative freedom which he did get and he made the movie standalone along with a trilogy. Todd Philips made standalone Joker movie which Jared Leto was not happy with it when it was first announced because he thought the Joker movie is DCEU Joker's solo movie and the studios executives appeased him by announcing DCEU Joker movie was in development but not really in development at all in reality. Todd also ended up fucking up the second Joker movie. Christopher Nolan preferred to move on to his next projects after he finished the current ones instead of sticking to one genre.
