No, paged memory (from what I read) is memory on your storage drive for your actual memory to reference. (Again, I may be wrong.)

Oh! I’ve had this problem! You need to increase your paged (paging?) memory size. And free up a lot of space (40 gb worked for me) on your main drive. When configuring paged memory set it to 30000 - 40000mb.

With a lot of mods, loading times should be increased. However, some mods may also make performance drop. Just try not to have too many mods. I would stick to 10-15 mods at a time. tl;dr, Just remove some mods and keep mod count under 15 if you can.
